Description

POSITION TITLE: Chief of School Leadership

REPORTS TO: Superintendent of Schools

PRIMARY FUNCTION: The Chief of School Leadership serves as a member of the Superintendent’s Leadership Council and his/her role is to provide school improvement support, supervision and coaching to elementary, middle, high and charter schools, as well as the school leadership team in alignment with the district’s mission, vision, core values and strategic directions. The school leadership team may include the district’s Title I coordinator, director of facilities, regional coordinator of secondary leadership and learning, and two regional coordinators of elementary leadership and learning who provide support to all elementary, middle, high, charter, choice and specialty schools, as well as one head start center.

The Chief of School Leadership will be responsible for overseeing and managing the academic and cultural success of all Kenosha Unified schools. A main focus will be driving significant student achievement gains at the school level and replicating effective, innovative models across the district. The Chief of School Leadership must be a results-driven individual who plays a key role in present and future successes that result in improved student results, including student growth and achievement, college and career readiness, and closing the achievement gap.

QUALIFICATIONS:

1. Certification: Certified by the Wisconsin Department of Public Instruction as Principal (10) or District Administrator (04 or 05) must be received prior to employment

2. Education:

a. Required:

i. Master’s degree in education, administration, business or a related field from an accredited college or university

ii. Master’s degree in educational administration

b. Preferred – Doctorate in educational leadership and/or administration

3. Experience:

a. Required:

i. A minimum of six (6) years related experience as a school administrator in increasingly responsible positions

ii. Six (6) years of full-time, paid, professional, significant managerial experience with a track record of effective school leadership related experience as trainer, facilitator or supervisor

b. Preferred:

i. Five (5) years minimum experience working directly with superintendents, executive cabinet leaders, school board members, non-profits or community representatives

ii. Experience in an urban school district

ESSENTIAL PERFORMANCE RESPONSIBILITIES:


1. Design, develop and assess a school and building administrator support system provided by the school leadership team

2. Design, develop and sustain an onboarding process for all current administrators in their first through third years and aspiring future administrators

  • Prepare, administer and oversee the budget for the Office of School Leadership

4. Manage the daily work of the school leadership team as they provide ongoing support to building administrators and other district departments

5. Evaluate regional coordinators, the manager of facilities, Title I coordinator and department secretaries on an annual basis

6. Lead the screening, interviewing and selection of new regional directors and building administrators

7. Assist in completing initiatives supporting the district’s strategic directions

8. Lead and facilitate a new secondary pathway, namely middle schools, designed to ensure competency based learning and the implementation of personalized pathways

9. Serve as liaison between schools, district departments/divisions and community organizations

10. Serve as a member of the Leadership Council and promote and provide the needed support to ensure the district’s strategic directions are implemented

11. Provide support to the regional coordinators and schools in developing curriculum, instructional strategies and professional learning

12. Attend all school board regular and standing committee meetings as well as relevant work group/ad hoc meetings

13. Lead relevant work group/ad hoc meetings

14. Coordinate collaborative decision-making among staff, parents and community groups

15. Work collaboratively with the regional coordinators of school leadership to meet the needs of building administrators, staff, students and community

16. Lead appropriate professional development for building administrators with a focus on school achievement and leadership

17. Ensure the director of facilities handles the resolution of school-based issues concerning food service, facilities/grounds and transportation that haven’t been resolved at the school level

18. Review, problem solve and provide direction to regional coordinators regarding complex student discipline and/or educational issues

19. Review, problem solve and provide direction regarding school staffing allocations and class sizes

20. Assign elevated parent concerns and complaints to regional coordinators for resolution

21. Provide final approval for administrative transfers of students

22. Lead, oversee and provide input into the development and/or enhancements to school safety plans and training

23. Drive the successful integration of evidence-based strategies to ensure the growth and success of all students

  • Assist in aligning school visions with the district mission, vision, core values and strategic directions
  • Create a shared understanding of challenges at the school level and identify opportunities for improved student achievement
  • Support the differentiated professional development of regional coordinators of school leadership to ensure they have the skills to select, develop and evaluate building administrators
  • Develop and lead regional coordinators of school leadership in their roles as instructional leaders and network managers with real time feedback
  • Provide clarity on roles, functions, goals and accountability metrics for regional coordinators and building administrators
  • Provide direction to regional coordinators and building administrators to ensure high quality implementation of school achievement plans, including positive school culture, standards, assessments and instructional metrics are achieved
  • Facilitate and promote opportunities for weekly collaboration among regional coordinators of building administrators
  • Develop, coordinate and lead vertical school leadership collaboration meetings on a monthly basis
  • Provide support to regional coordinators of school leadership and/or building administrators regarding internal and external communications, presentations, speeches and correspondence with families and community members
  • Collaborate with a wide variety of internal and external stakeholders to facilitate conversations that lead to consensus and buy-in
  • Evaluate education programs to ensure objectives for student growth are met utilizing benchmarks and metrics
  • Ensure the district’s compliance with all applicable statutes and regulations by remaining informed, communicating requirements to appropriate teaching and administrative staff, and monitoring department operations and activities for compliance
Understand board policies, communicate guidelines inherent in those policies and oversee implementation of the policies

  • Provide support to the implementation and execution of the educator effectiveness system
  • Hold the regional coordinators accountable for ensuring the K-8 attendance officers and director of early education program are achieving growth for the district in their respective areas

OTHER PERFORMANCE RESPONSIBILITIES:

  • Prepare or direct the preparation of reports as required by federal, state and local regulatory agencies
  • Establish and maintain partnerships with institutions of higher education and community organizations
  • Follow a personal plan for professional development and actively seek out opportunities to grow professionally
  • Participate in professional organizations and attend appropriate conventions and workshops
  • Perform all other duties as requested by the Superintendent
